My question is specifically about Lugol's minimizing radiation from the Fukushima meltdown which by now is in the air and oceans throughout the world

In response to PWTSM's statement that Lugol's will not protect (the thyroid gland) from radiation, that potassium iodide does this: note that Lugol's solution contains 100 mg/mL of potassium iodide and 50 mg/mL of iodine.

How many milligrams per drop of the 2-%?

2-3 drops per day as recommended by Dr Ken Berry MD on his YouTube channel. This is significantly more (10X-15X) than the USDA recommendation

is this liquid iodine the same stuff that that was painted on wounds years ago

Mercurichrome and Iodine are two different things. Mercurichrome is made from mercury and is used topically as an antiseptic solution. Mercurichrome is not taken internally. Iodine is a mineral that the body requires for thyroid function and metabolism as well as healthy bones and other needs. I suggest you google each of these things to learn more about them.
