Will this match the black interior of a 2017 Subaru BRZ? In the pictures, it looks dark gray. Is the color gray or black?

I'd imagine so if the interior color in a 2017 is the same as a 2015. It is a dark grey/light black which matches the console color perfectly. Be advised this is not the easiest install. Please refer to my review.

Do you sell the missing brackets and hardware if so how much?

No, the missing items are not available separately. That's why we have to try and sell it this way. This would only work for someone who already has one installed and has some damage to the armrest.

Is the armrest fixed in one position or can it slide or lift?

The armrest slides forward and backward. there are indents to catch the armrest at 2 positions. I like it, because the material matches perfectly, and it looks like a factory opton install.

Does this purchase include all the parts and the installation instructions for the item and will it fit my Toyota 86

It does not include the pegs, and you need a special tool also. No instruction were included either. I don't think it will fit your car, it was designed for the FRS, to make it more like the Subaru BRZ model that already comes with the armrest.
