What kind of metal is this made of?

I believe they are steel. They are very durable and work great - we purchased them to replace plastic stakes that we had in our lawn edging - fantastic

I have some flagstone laid on an incline that slide ever so slightly throughout the year. Would these work to stop the sliding?

probably not. these pavers which are installed under large delaware stone heave every year as I am in Connecticut.
