It can. Its a cushion. It surrounds your foot. Foot drop is caused by the inability to hold your foot upright. If you are sitting and have this on your foot will not relax back and it will be held in as close to a 90 degree angle as possible. It will only cover your ankle, there is no hole in the bottom for your heel, and don't cinch the Velcro too tight.

Q: Does the velcro stay sticky after prolonged use ?

The velcro stay sticky after extended use. Just do your best to keep the fuzz out of hook portion of the velcro.

Q: Is there a foot drop device for a right foot size 14?

These don’t come in sizes and tho my foot is pretty small it stops right before the ball of my foot. They are only heel protectors and not meant to be walked in.
