Is this a hand soap too

Yes, you can use this bar soap for washing your hands as well as bathing. I have been using it for over a year in the shower and it works quite well.

Does it have pieces of oatmeal or exfoliant on the bar

No, it is one homogeneous bar. There are not a lot of suds when wet, and it does soothe the skin. I have bought many of these and will continue to buy either on Amazon or in my local pharmacy.

Is this product vegan?

I think so, but you'll have to read the ingredients. I'm not vegan. It's a great soap though.
