Request refund. If its just the top layer you may be able to salvage if you buy the Lab solvent. Without that it will dry up no matter how tightly the can is sealed.

Would this protect a hydraulic line that is submerged in dirt and water from rusting a hole in it?

Alvin Lab-Metal is a single part aluminum infused epoxy, so yes it would assist in protecting your hydraulic line. I would, however, suggest using the standard Lab-Metal part#10102 rather than the high temperature service version. The high temperature (1,000 degree) version needs to be pre-cured (baked) at 350 degrees so that it can withstand 1,000 degree environments whereas the standard Lab-Metal#10102 cures at ambient (room) temperature.

can you use this to fill a hole about 2 inches deep and 4 inches wide?

No, I believe the back of the can says no more than 1/4 in deep. But let’s say that meant 1/4 inch layer at a time, you would spend about a month filling the hole if you followed the 24 hour cure time followed by the 1 hr outgassing schedule between coats. I’m not sure what you are trying to fill that has a hole that deep but surely there is a better avenue to pursue. Alvin’s is a great product when used correctly, think of it like really time consuming bondo, that has a steep learning curve , learn to work with it and it’s benefits are second to none. It’s a cosmetic blessing if you’re into powder coating or need a cosmetic fix on metal that is regularly exposed to high temps or is to be powder coated

Will this work on a cracked engine block?

Sadly I can't see this working on a cracked block in anyway. To some extent that does however depend on were the crack is located. I would guess the biggest issue would be expansion and contraction of the block and the Lab Metal be different.
