Can this chamfer, or round over, the outside circular edge of pvc pipe ?

handle for blade storage?

No, there is no provision for putting the blades in the handle This is an excellent tool you can just put them in a little small six Ziploc bag or an old prescription bottle those work really well there’s different blades for different materials this is a great buy
