what is the bore hole diameter?

Mine is for 5/8" or 0.625" shaft. I did not search to see if this seller offers any other sizes, since 5/8" fit my needs.

Why in the world wouldn't there be a set screw and why wouldn't the step pulley sizes be listed?

Some equipment is designed for press fitting onto a slightly oversize key to secure the pulley to the shaft. I simply bent my key stock to provide a snug fit and then added blue light duty thread locker before installing the key. ;-)

will it work with a 3/8 in. or 9 mm. belt. ?

I wouldn't use a small belt on any pulley. V-belts are made to ride on the sides. A 3/8" belt in a 1/2" pulley may allow it to ride on the bottom of the belt and that could cause it to twist while it is turning. Hope this helps.
