These jeans arrived with a heavily creased accordion look down the front. is that a normal "feature?"

Yes. I ordered the "Black/Grey 3D - Stretch (Waterless)" and they do have the "accordion" style wrinkles on the top front of the thigh. This design is shown in the pictures and it's an intentional style choice. I'm not crazy about it but it is not a deal breaker for me personally, and for the style I ordered it's definitely not misleading advertising. Literally Everyone else answered "No" probably because their specific style didn't have it, but that's simply not the case for about half of the designs listed here. Unrelated but ALSO - Everyone complaining that their jeans are "knock-offs" for not having "Levis" printed on the red label tag is wrong and needs to chill. I suggest they take 10 seconds to check out Levis' official website, and realize that this is just another style choice that Levi's opts for on certain patters annd designs. I see outrage over this on every product Levi's makes that's listed on Amazon, and it perplexes me when it's so, so, so easy to figure out. I saw an unbranded red tag on a Levi's jacket in KOHL'S just last week. It's a design choice, people!
