Does this product require time in a vacuum chamber to use?

No, its quite a thin substance that the air bubbles will rise and escape during the curing process. I purposely cast it a dozen times to see it if I got trapped air bubbles like Dragon Skin, but each one has come out bubble free not matter the thickness of the casting.

can yoy scuplt a ailicone baby

If you had a mold of the baby you can pour this product into it and you would have a silicone baby. This is not a good product if your plan is to have a silicone block and then chisel it into a baby. I would make your baby out of a material that is easier to work with, make a mold, and the fill the mold with this product.

Has anyone used this as a dip to coat a hard plastic prop. If so how thick of a layer will it produce.

You can brush it on in thin layers, but the cure time for this is four hours. It won't cure immediately and might not cure against certain plastics like polyurethane and epoxy. At best you can probably make a mold of the plastic prop and use this to create a grip if needed. This kit can cast up to 2 inches thick in the right circumstances.
