No, layout fluid is used to temporarily die metal stock so the desired pattern can be marked for cutting/drilling.

Is it safe to use on brass cartridge casings?

I believe it is how ever it will stain alminium

Will this gum up fine tooth TC burs or grinding burs? I'm looking for something as close to "hitting it with a sharpie" as possible.

Have used this item for years with no negative effects. Was universally used in a machine shop I was associated with that also did grinding and welding. Paint it on. Let it dry. Scribe a line and it works. Is why I bottle for a home project. Brush to apply is in the container. Easy peasy!
