Q: How are you supposed to move it? It says not to lift it by the pole but there's no wheels or anywhere to get your fingers under.

I used a small handcart and used the pole to tilt slightly so the handcart could slide under.

Q: Is the hardware stainless?

The screw is stainless. The tube is some kind of painted metal.

Q: What is the diameter of the base?

I do not like this base. The ones I have bought at outdoor patio stores are much better.
