it says it is a 14" cover but the dimensions say 15 x 14.9 x 2.5 inches. Does anyone know if it really is a 14" replacement cover?

It is the 14" vent, I think the box size it ships in is bigger. They are all pretty standard in size. But LOOK AT THE PICTURE then look at YOUR cover. They changed the hinge a few years back. This vent has a plastic hinge, molded into the cover, the older covers are the same size, but has a steel hinge riveted to the cover. Climb up on the roof and look before you order. what is the vent cover replacement for a v2399 vent ?

Take a picture of old cover, measure it, and match to picture on Amazon. How we knew which one to order.

Don't know but you should measure old vent and take a picture. See if attaching area matches.

Does anyone know were i can get the center metal clip that helps holds the vent cover on ?

Call or email the manufacturer customer service and ask for a replacement clip. It is possible that a local RV store who works on RVs may have a new or used one.
