They are sharp, I used them to give my goats shots

No. These are regular needles, not compatible with a vacutainer. But can be used with a syringe

Q: Can the needles be screwed into a hub with safety?

I'm not sure exactly what you mean by "screwed into a hub." I use these needles for subQ hydration of my cat. The needle attaches to the end of the I.V. Drip Set just like any other needle. You push it on the end, and secure it by tightening the screw-type sleeve. It is then safe and secure. Did this help you?
