Can use this on a RV that has dual axle ?

Yes, you can use them on RV with dual axle. But please be sure to measure the distance between tires before ordering. The amount of space needed between tires depends on tire size. Typically it is about 2.5" to 3" of space, but this varies with tire size. For some dual axle trailers with smaller spaces to fit the camper leveler between, one leveler may need to be cut to length to fit. Up to 4" can be cut off the leveler end with no adverse effects. The package comes with clear instructions regarding the trimming of the camper levelers, in case this will be needed.

With a two axle trailer about 4400 lbs., can one tire of the two on one side be used to change a tire on the same side?

I haven't used the leveler for this purpose. When compared to my purpose built, drive on trailer jack, I would have no concerns using it for that purpose. Be mindful of all the the safety precautions with a lifted vehicle.
