Will this work at all without the software installed into the presentation computer? can it be handed off to another user with just the usb dongle?

The highlight and magnified functions will NOT work without the software installed into the presentation computer.

Can you just use this as a wireless mouse?

Yes, this works as wireless mouse..

Does the highlight circle work when viewing PDFs?

Yes it works on my Mac with PowerPoint, Apple Keynote and PDFs. It will forward from slide or page to page and will support all three of the highlights. Highlight, zoom and small circle.
