Does it strong enough to cover handgun grips?

Yes this would be strong enough for hand grips, apply a thick even coat for easiest removal if necessary.

How durable is the dip with stone chips? Especially on wheels...

The seller's reason on why they cannot ship to an APO address isn't correct because all APO addresses are continental U.S. addresses - either on the East Coast or the West Coast. Once enough items are received to fill a pallet, then that pallet is shipped via ocean carrier to its overseas location. I'd conntact the seller and let them know that. Shipping to an APO AE (Area Europe) address actually goes to NY, while and APO AP (Area Pacific) goes to CA. So if they can ship to either NY or CA, then that's the same thing.
