The battery meter depletes while this is connected. Is that normal?

Mine is doing the EXACT same thing. I purchase mine APRIL of 2020. This product does power my Sony a 5100 but my camera DOES STILL get hot. Not overly hot, I do not believe it is "over" heating and the battery does work as described keeping my camera on continuously for streaming, it hasn't shut the camera off. HOWEVER I also notice that once plugged into the wall it starts off at 96% NEVER 100% and it DOES as you described, deplete down as time goes by. Don't know if this is normal

it's compatible with a5100?

On A6000 the battery level starts at 90% when first plugged in but decreases by 1% per minute. How can I fix this? Thanks!

Either only put battery in when you use it or install a inline on/off switch with the extended battery pack like I did.

Will this work with a6400?

Yes! I have the Sony a6400 and I use this power adaptor to livestream for anywhere from 2-5 hours a day. It works great!
