Q: Do these work well for glute/hamstring kickbacks?

Amazingly! If you are at the gym and can only do one exercise for leg/glute day I suggest the cable kickbacks with this.

Q: Would this fit around a small thigh?

The maximum you can probably get is about 6in in diameter, so roughly 18in in circumference. If you are small you might be able to slide it up past the knee but if you have a measuring tape just check where you would like to use it and make sure you are like 16 inches or less in circumference. I am 6'0 200 and do legs fairly often, it doesn't go past my knee. Hope this helps!
