How does this compare to 33plus?

if 33plus is what we used to call stretch 33, 700 is stiffer than the 33. 33 is nice because you can stretch it to get a snug wrap on something with the later wraps being not so tight for a semi water tight wrap. 700 works well and is cheaper and my go to tape for genearal wrapping in home and auto work.

I want a dispenser for this tape??

Use your hands and a sharp knife. Dispenser isn't practical. This is not Scotch office tape.
