Why are people stating that there is smoke? Why would that happen?

This is due to the application instructions not being followed. The wood oil cannot be used on pre-treated wood. You have to apply it in thin layers and allow for the wood to fully absorb the oil before using the sauna. The smoking effect only happens when people apply the oil in excess and it does not absorb. The oil will then evaporate off of the surface of the wood causing that smoking effect.

is this for reapply finish of outdoor wood planter?

Actually this product works very well with cedar and redwood outdoor planters.

Would this work well for wood used in a greenhouse? Non toxic no fumes?

Yes, you can use it on any untreated wood. It does have a cedar aroma to the oil, but it is safe for plants and humans. Texas A&M University Agricultural Extension Service and Natural Resources Group do not find cedar oil hazardous to garden plants or humans.

What kind of coverage can I expect from 1 gallon of this oil?
