Q: is this a complete game board or just a partial as pictured?

It's the partial piece in the right of the product photo. This is the board extension that completes the large side of the board that you get in the base game.

Q: I don't get it. What is the point of this?

As you start increasing the number of players, it can be difficult having all of the pieces crammed together in the smaller hexes. The original board is printed with a bigger version, but if you want to use it, you obviously need more board space, hence the board extension. It's a quality-of-life improvement more than providing any additional gameplay.

Q: Does the extension change anything about the layout, number of hexes, resources, or starting positions? Or does it simply increase the playable area?

It is just a larger print of the original map. Everything is the same.Imagine if the original is 100% view, the extension brings it to 150% view. Much more room for Leaders, Mechs, Resources, and Workers!

Q: Does this come with the clips to hold it to the main board?

No, there are no clips that I have seen. You just place it next to the main board. Once we even left a 1/2" gap because we were playing on two tables pushed together and there was a slight ridge between them. Worked very nicely :-)
