I have a scuff from a piece of wood on the road. It didn’t penetrate the clear coat. Will this level it out like it was never there?

From your description (“didn’t penetrate the clearcoat”), I’d say this will work for you. Two suggestions: (1) use an orbital buffer to apply this rather that trying by hand which tends to apply uneven pressure, and (2) I have had better success using 2-3 light pressure applications than trying to remove marks in one session. 15 yr old vehicle, will this take water spots, etc off? Some tarnishes?

Yes...if you use an orbital polisher. I use the porter cable 7424xp with the orange chemical guys pad. Place polisher on a number 4 setting. may take a few times to get the water spots out, but you should be able to do a hood in 30 mins.

Can you use this on a windshield ?

I certainly wouldn't because it will smear the glass with an oil-like based compound. I use a combination of Dawn, vinegar, and water to clean my windshield and glass.
