Does this have manual braking capability?

Yes, you just push the button and it applies the brake manually. This is a great break controller that when installed looks factory.

Is there a harness available, that will allow plug and play operation with a 2016 Silverado?

I have a wire harness that came with my 2018 gmc sierra it plugs into the under dash panel for separate brake controller do I need anything else
