Would this fit an appendix?

An appendix is a quarter horse/thoroughbred mix. So yes, the horse size should fit just fine. Plus, you can use your own English girth with this surcingle, which I have found works better than the girth that comes with it.

Would this fit my 14.2 morgan? He fits into most cob sized tack.

Probably. We used it on my daughters 15 hh Arab. And if you needed, you could always use a different girth.
