Can this be used on car plastic bumper?

Anything on the car that have been refinished can be polish with 3M 36058 compound. Just on plastic parts avoid overheating (to be on safe side).

Can this product be used with a duel action poilisher like a porter cable?

It will be much more effective if you use it with a rotary buffer and a 100% wool buffing pad

Description says ex ac compound but the photos show the ex compound? Is this compound the 36051 exac or just ex?

Well, I don't have a clue what "EX" or "AC" is. I just know it's a "Rubbing compound" from 3M. That was good enough for me. I've used it and, their Polishing compound and have had great results from both. I will continue to use them. I've used both by hand, and with a machine. And, I've used foam pads and wool pads. Both have their place in polishing paint.
