Is this grease electrically conductive?

Although graphite does conduct electricity the grease that is the major component doesn't so it is safe.

Is it corrosive to o rings ?

It is not corrosive to anything, graphite is just a form of carbon. It may be abrasive to a rubber O ring, but you wouldn’t use it for that.

can you use this on a tow ball?

Yes and no. Really depends on the hitch you will be putting on the towball. If you're hitching an Al-Ko hitch with the red handle, the hitch is a stabiliser and you shouldn't grease the towball. If it's a basic trailer with an old style hitch, the grease should be fine, but clean it off yearly and reapply so you have clean grease, not grinding paste.
