Q: How loud is this fountain? The house behind us has a pool, and we want to drown out the sound of the filter

It won't do that. Fountain won't drown out the chirp of a cricket. Sorry. This fountain is wonderful. Makes a beautiful water trailing sound. You need to turn on a radio or invest in noise cancelling head phones.

Yes you could do that,, I would drill a large hole so the water would flow freely

Q: Is the black pot capable of holding live plants, or is it only suited for plastic plants?

I have a small pot of 'creeping jenny' in the pot... Small, as in, 1 pint that I water every other day.
