Has anyone tried soaking the black ones in vinegar & water to get more use out of them? My wife thinks doing so may harm fish.

As long as you rinse them well after soaking I doubt that it will harm your fish. If any think it would lower your pH overtime depending on the size of your tank, and if you rinse it well I doubt it will even do that.

How often to replace?

I have a 55 gallon fish tank with catfish and gouramis. I clean the tank including water change with gravel vacuum and replace the Hydor filters every 5 - 6 weeks. The black filter could probably be rinsed and replaced every other cleaning, but the white filter will definitely need replaced. I also put an activated carbon bag on top of the white filter. This helps to keep the water clear. My tank looks great and the fish seem very happy. I tried using the filter that came with the tank that hangs on the back of the tank and I had to clean the tank more often and it still didn't look as clean. Hydor External Filters work great!
