Q: can this be used for laundry detergent, dish soap, fabric softeners?

Works excellent for this, that is why I ordered it because we buy our detergent by 5 gallons

Unfortunately, the Impact 1 Oz Pump For 5 Gallon Pail (901A) has a 2-3/4" spout.

Q: How do you get the pump to pop up? I bought this and cant get the spout to pop up from the neck.

Push the spout down and turn completely around right or left. If that doesn't work then it is defective.

Q: Does this reach the bottom of a 5 gallon bucket ?

Definitely. With a little extra.
