will it work on a Yakima bike rack?

Yes, This product basically just mimics the top tube on a bicycle. For instance if you have a woman's bike with a low top tube this will make it more like a man's bike to fit better on a Yakima over the tire bike rack.

Where can I find a good crossbar for my 14 inch girls bikes?

I use the ALLEN tension bar shown here on two 20" kids bikes and it works great for that. But it won't fit on my other kid's 16". I have to improvise something else for that one. Usually the 16" bike ends up getting thrown in the back of the minivan rather than going on the rack.
