I guess that depends on your scissors. I've never had to cut silicone so I guess you could try. It's not very thick if that matters.

Is this an authentic silpat?

I looked up what Silpat is: "Silpat is the original non-stick baking mat. Since 1965, Sasa Demarle Inc. has been committed to improving your baking experience by introducing top quality products. Silpat products never need greasing and replace parchment paper." I have no way of knowing if this is the original, authentic Silpat or an imitation, but I can vouch for the fact that after long time use of this silicone mat in my toaster oven, I have not needed to grease it to prevent sticking, and I have had no problems with using it to replace parchment paper for baking.

My silpat is larger than my pan. Has anyone laid it directly on the rack for baking?

Yes. It works instead of aluminum foil or baking paper that generally I put down. Great substitute and the reason I purchased it

Can this be used on top of a toaster oven?

I keep mine inside the toaster oven when storing it, but when I want to use the toaster oven and don't need to use it, I put it on top of the toaster oven until I'm finished and it's just fine afterwards so, yes, you can
