Can this replace the antigravity pink 150ml bottle that’s more like a lotion?

Does this go on wet or dry hair? Do you apply it before or after styling hair?

Apply to wet hair and then style it. It is one of the few products I love for my straight thin hair which has never done well with mousse or gels.
