Depending on state laws in the united states atleaste vary greatly but all usally follow the same standards. Auxiliary lights fall into three categories: fog lights, driving lights, and off-road lights, these are classified as off road lights. Meaning you're not "suppose" to use them on public roadways. They also normally must have a separate off and on switch that may need to be luminated when powered on, also may need to be covered while on public roads. every state is different. These are powerful lights and WILL litterally blind other drivers.

Q: Can you mount these at 90°?

No, you cannot. it has a pivot bolt and a separate adjustment bolt so there is only about 10 to 15 degrees of movement when mounted on a horizontal surface.

Q: Can these be flush mounted using the bezel? I would like to replace the big blinkers in my bus with these
