If the straps are too long, can the Velcro be cut or trimmed to have smoother straps?’

From what I see you can cut them but I would be afraid it wouldn't fit if I needed it for a larger cup later

Will this adjust to fit the skinny tumblers?

I am sure you can put this holder on a skinny tumbler, but you would need to cut some of the velcro strap off and I think the handle would look a little unballanced because it sticks out 2 1/2 inches from the cup.

Is the rubberized portion suppose to go around on top of tumbler showing its shiny side? Am I suppose to cut it or do I have it one backward

Rubbery side against the mug or Tumblr but you're going to have velcro showing on the outside and the Rubber side too cuz that rubber helps hold the tumbler to keep it from sliding down so you really don't want to cut it that way it can fit all different size tumblers that you have so it can only go one way with the velcro sticking to it.

Maximum size (diameter, circumference) of the top and bottom rings?

The straps are 16" and 19" give or take 1/4". Self stick velcro on one side and rubberized on the other.
