Is this thing supposed to come out of the box all sticky?

Mine also came out of the box sticky. This did not feel like a sticky residue from an oil. The box also had the brand Hiltex on it even though the contents match the picture shown by Amazon.

What size coupler will I need to connect it to my hose?

It uses the "standard" 1/4" coupler. For convenience, I recommend using quick disconnect couplers on your hoses, tools and accessories. Although a bit expensive, they make changes much faster and safer.

What is the "right" and/or "safe" oerating pressure for cleaning small shoe box size precision pumps?

I would not go over 20psi as there are very small diaphragms. You might start at 10psi first I do not know the type of pump you have but start small and see if that removes any debris. Hope this helps?
