How much weight can the 40L hold?

It really depends on how you transport it. The straps and buckles, etc are not designed for weight, if you loaded it with gold bars it would hurt to sling it against your shoulders and could damage the clips and seams. If you packed it in place it would be fine. How much weight do you really want to put into a boat, kayak or carry on the water? A laptop or two and chargers would be fine.

My 20l bag has only 1 strap. i exchanged and still came with one strap. what gives??? i am leaving soon, i need the second strap!!!

Maybe you can call Amazon and tell them that you want to buy the dryer bag with two scraps instead of one

Can you go under water with this bag?

It is Not recommended to submerge the bag. It'll float and can get wet, but no. Not submergable. Some say to put valuables inside a small waterproof bag to put in the waterproof backpack as added protection. Especially if you're going to the ocean to go swimming, kayaking, boating, etc..
