Will it stay on at a lope? In high wind?

At a lope, yes. My daughter uses this every ride and has never had it come off. I'm not sure I can say she's riden in extreme high wind but again, it's never blown off.

Will the Velcro stretch to fit aouund a bicycle helmet?

I’m not familiar with the size and shape or bicycle helmets. It fits my riding helmet well. One concern may be the wind catching it and pulling it loose.

How wide is the brim?

I do not like this product. It flops around and is difficult to deal with. It is in my tack room with other "experiments" that did not work.

can this withstand heavy rains?

I would say no. My daughter rides her horse with this on her helmet for sun protection, but if it’s very windy, it’s not good. I think heavy rains could be an issue due to the wind.
