Do they deliver to USA? (my previous order was cancelled and money was returned (the blue brush of Ikemoto), because they 'can't make this delivery'

I'm in Texas and I ordered the reddish one and had no issues with shipping/delivery.

What does the "r" indicate? i noticed the blue brush has "l". i hope it isn't for right & left hand(?)
