What is the length in feet and inches

Each section is 15 inches. At it's shortest, it is 30 inches. Two poles can be made up that are 6 feet 3 inches. One pole can be made that would max out at 10 feet. Hope that's a better answer than "perfect".

Are they ( if secured in place) sturdy enough to hold up a sun shade over an open roof balcony?

I suppose it would depend on the size of the sun shade. We used them to hold one side of a 8x14 sun shade and they worked great. I’ve ordered two more sets.

How do you connect them together? Mine didn’t come with any instructions.

They are two separate poles and do not connect together.

Would these poles work for a tarp on a beach with all the salt in the air and splashing by sea water? How long it will take to rust in to dust?

I believe they would absolutely work for beach tarps. Rusting into dust is a bit more complicated. I figure you could get a couple good seasons out of them, but if you wanted something more durable, aluminum or carbon fiber would be a better (but more expensive) choice. I think they are great for the money.
