When you say treat the whole house do you mean as a preventative? If so I don't know how that would work, but if you are asking about treating other areas in the house she may urinate on then yes I would say that would work just fine.

Can I use this in my Rug Doctor?

You could but it would be unessary and pretty expensive. I would spot with the Simple Solution and then use the rug dr.

Is this a concentrate to be mixed with water?

There are no directions on the container stating that this should be mixed with water so I use it full strength. One time, I was running out so I put about 1/8 cup of water (1:1 ratio for amount left) into the dispenser bottle. It still worked on the odors I used it on. I would not recommend doing that though unless it's your last resort until you can get more. The product description states it contains water as one of the main ingredients so it is already diluted. One can presume it is to the proper strength.
