Shelf is made of perforated steel, very stable, doesn't bounce. There's 8 inch between top of cup holder and bottom of shelf.

What is the width of this tray?

The measurements should be on the the description. VERY handy. I have 2 Golf Carts and they both have one. A must for riding!

Will this fit the ezgo express s4 elite?

I have an Express S4 and it fits perfectly. Not sure what the difference is between mine and the Elite.
