Installed it and the whole faucet swivels. I think it’s only supposed to swivel at the top half portion . Have I installed incorrectly?

What is the difference between the O ring and the rubber washer? Is the O ring the black rubber and the rubber washer the clear one?

The black rubber washer goes under the faucet and then the clear O ring goes under-the-counter top with the stainless steel slipring on the brass stem
