I don't know much about composting, but I think that these should be since they are made of natural materials that should break down easily.

does the liner stay with cupcakes and peel off easily when ready to eat? some parchment liners peel off from the cake when it cools down.

Yes, they easily peel off. Remember that baked goods have to include some kind of oil or moisture or they will stick to anything but a standard recipe does not stick to these liners at all. I haven’t had one tear either.
