Will this be good for grinding down weld on steel?

This will grind steel very well, but it's an expensive way to do it... A coarse grit wheel would work just as well, for less money.

Would this be an appropriate disc to use for stripping old paint off of concrete without heavy material removal to prep for installing stone tile?

Dear,I'm sorry for that.This grinding cup can't be used in that.It's used in grinding marble ,granite.

How good is this at removing concrete? I need to grind a shallow U shaped channel about 1" deep at center (about 5" wide) for redirecting rain water.

I used this wheel to prepare a granite stone for a memorial plaque. It is a remarkable cutting wheel for that material. My job was not as big as the one you describe but it will definitely cut concrete.
