Q: Does this have only the center post for the paper towels or does it also have the 2nd part that sticks up to prevent the paper towels from unrolling?

It does not have any mechanism to stop the paper from unrolling aside for the friction of the contact between the base of the stand/holder and the bottomed of the paper towel.

Q: does the rod detach from the base or is it one solid piece ?

The rod detaches from the base. 2 separate pieces.
