Has anyone ordered this item in the past couple months? Are these actually the newer 3150 lumen version or the older 1800 lumen version?

That all depends on what dealer you buy from. We (4x4TruckLEDs) are a big Baja Designs dealer and I can tell you the products we stock/ship are the newer 3,150 lumen versions.

Do we get the dimmer switch along with wiring harness?

No dimmer switch but you do get a harness with a switch

Does it come with everything ready to install on a bull bumper for a 2006 nissan frontier?

It comes with the light bracket shown in the photos and a wiring harness. I was able to mount them to the steel bumper on my FJ cruiser without anything purchasing anything else.
