Will this work like a true ups? run off input voltage, if that is removed, switch to battery, wen input voltage is restored charge batts and power pi?

Nope, this is junk. Mine frequently cuts off the incoming power and runs down the battery without ever losing power. It is in the junk drawer now.

Will this work with POE?

Not compatible with POE, this product is powered by UPS from GPIO, and POE is powered by Ethernet.

Can you charge the batteries with a solar panel?

No, this model can't support solar panel
