Q: is the metal bowl slanted or just the base? Will I be able to place bowl on the counter while mixing food or will it wobble?

Just the base is slanted. The stainless bowl is in a bowl shape and will wobble for sure. when you put the bowl in the slanted base it will be secure.

Q: Is this bowl raised a bit by the base as my persian does not like bending over to eat from a dish flat on the floor?

yes, the lip at the bottom is 2.5 inches up, the top is a hair over 4-to give you some idea of the curve. If he doesn't like bending over then I very recommend getting the steel version, as the dish is shallow. It only dips down half an inch so the lowest curve of the food getting is still 2 inches high. Leaning down to eat, makes food fall out of their mouths and it is bad for their digesting-this really is the perfect bowl for flat faced cats.
