Can it be cut on a cricut?

No, the leather is too thick and dense for the Cricket. It can be cut with heavy scissors, a craft knife (such as an Exacto knife), or tools specifically for leather crafting.

To the person who asked the question, you are absolutely right, this listing contradicts itself. "Genuine leather" is NOT tooling leather, and isn't necessarily 100% leather. If you want tooling leather, and/or leather you can wet-mold, get vegetable-tanned (aka vegtan) leather. You are also right that top grain and full grain aren't the same. Do a google search for "top grain vs full grain leather". Chrome-tanned leather is also real leather, but it can't be tooled, wet-molded, or edge-burnished. There are also different types of veg tans and chrome tans, so do some research to figure out what kind of leather you need to suit your needs. Also, if you want 100% leather, stay away from anything that says "genuine leather," which is often bonded. Bonded leather is another key phrase to help you in your research. The fact that you even asked this question tells me you might already know all of this, but I hope I have saved some people the mistake of buying the wrong kind of leather... or "leather," as the case would be here.

would this leather be decent for making a leather strop or 2?

This would probably work but it is a bit soft. I believe this stuff is some kind of chrome tanned leather. I use veg tan leather for all of my strops. I load the rough side with some kind of compound and keep the smooth side for finishing touches.
